Purchase to unlock?

I like how how these drawings look, but why only one character be unlocked? And then having to buy the rest? This is a learning app for ( at least I think) children, they shouldnt have to but a new character just to learn to draw.

In other words, I think Mei Yu should unlock all the fun2draw characters. For children to have fun.
